Actually, from another list I'm on, I understand that the BoD assigned NZ
to Lochac, and there were a large number of people that were not happy
about that at all. It caused a certain amount of hard feelings that still
exist. Administratively, it makes a whole lot more sense for the two to be
joined, but I don't live there, so I don't know just what issues were
involved. In theory, anyway, the populace should have been polled on the
