I'd like to second Brad's recommendation of Macromedia Dreamweaver. It's
fairly intuitive and easy to learn as these programs go. I've found that it
does insert some extraneous "garbage" HTML code, but Brad seems to think
it's less than other programs. I don't have enough experience with the
others to judge for myself.

In addition to using one of these programs, it's imperative that you learn
the basics of HTML. At very least, understand how tags work and some of the
most common ones (IMG SRC, HREF, etc.). This will allow you to troubleshoot
problems with your website or get rid of any bad HTML code that Dreamweaver
writes.

Some common graphics programs claim to be able to export formatted web
pages. I believe the newer versions of Quark and InDesign claim to do this.
I have no idea how well these work but it you already have access to one of
these programs, it might be worth a try.
