Thanks Mieke,
             We had a long meeting and I didn't get to it. I did try making
the same material into a PDF (without the headings) and it came out at about
300KB with great quality images and text, instead of about 3MB. I don't
understand why Illustrator makes such huge PDFs and when I tried to optimise
them there is a marked loss of quality in text and images at 1.5MB.
Seems crazy!
Will try and have a go with InDesign tomorrow at work.

Hi Geoff,

Did you try to make it work with InDesign? Although I sometimes use other
programs to make pdf's it is really the most practical program to get a
managable pdf. The advantage is also that you are able to incorporate files
from different programs without losing the ability to edit them in that
program.
