In Australia there is the Australian Graphic Design Association  
(http://www.agda.com.au/) and Illustrators Australia (http:// 
www.illustratorsaustralia.com).
The Australian Society of Authors is also a useful resource, as they  
publish recommended rates for illustrators as well as authors: see  
http://www.asauthors.org
