Hello,
This talks about changing the PWM, but I'm not a programmer, so I'm not sure where one would do this.  It's interesting it doesn't hurt their eyes in Ubuntu/Linux.  So maybe the Power saving mode, that Intel enables, to save battery life does play a role.
