I believe the gazette-thing is for stuff that's non-official, and
therefore not quite appropriate for official news channels - a couple
inviting people over for a post-revel after an event, wedding
announcements, highly unofficial (or, heck, even slightly unofficial)
meetings of a sewing circle and terrorist society, "we're planning
on going to [period museum exhibit] if anyone else wants to join in"
announcement.

Sort of what the Calontir List used to do, way back when in the
distant past that the memory of man runneth not to the contrary
(aka, four months ago or so). Water cooler talk combined with a
departmental bulletin board, perhaps?
