One way to conduct a contest that I thought worked out well, was for
participants to submit their concepts as verbal/visual thumbnail sketches,
along with a verbal plan of execution, so that they don't have to take the
thing all the way to final and find out that they were not  selected.  They
invest some time into the concept of course, and must find a way to not have
their concept stolen.
