Do you need permission just for children, or all humans?

Also, what about art?  I used to make and sell leather masks at craft
fairs, and
was surprised to see a photo of one of my best pieces (and me wearing it)
on the
cover of a local Chamber of Commerce publication. I was told that since it
was a
public street, they didn't need permission, nor did I get any mention as
the
artist.
