I used to work at the U of Michigan herbarium, and we used India ink with crow quill pen (Gillotte 659) on hot press Bristol board. Yes, about 11 x 14 inches.
Google search for “Karin Douthit” to see exemplary botanical pen and ink illustration. She’s retired, but one of the best ever who drew hundreds of new species.

I asked a friend and they said they thought these were still being done traditionally on rag paper and india ink. Is that still the case? Or does it vary by institution? Are there particular size guidelines? My friend said he used to commission work on herbarium-page sized sheets (11.5”X16.5”), but I thought I have seen some larger.
