A web page, or HTML file, is really nothing more than a text file, so you
should be able to edit existing web pages in any editing program. In fact,
the great majority of my web design work has been done in SimpleText on a
Mac. Scattered throughout the file are HTML "tags" that tell your browser
how to display the page. Some programs do put proprietary tags in the HTML
code they create, but those tags will just be ignored (or possably
removed) by other editing programs. These proprietary tags are looked
down on because they increase the file size of your web pages, so most
current HTML editors are moving away from their use.

BBedit is concidered to be one of the best programs for editing HTML code,
but it is NOT a WYSIWYG (what you see is what you get) program. It is
purely a text editor, so you need to actualy know HTML if you are going
to use it. For WYSIWYG editing, I've heard good things about GoLive
CyberStudio.
