     I located the Guild newsletter that had information about stamp
competitions, and it was actually the October issue, so...these
particular competitions are past.  You may be able to contact the
people who ran them to find out about future competitions.  They are/
were:

They suggest that it is wise to request for guidelines in writing before
sending your art off for judging, because submission requirements vary
from state to state.
