I use the Logan Compact Mat Cutter (model 302) that I got on sale for about $100 and really like it.  Our paper conservators use a Logan and recommended it.

Hi Sue,
I do all my matting and framing.
I had an Alto and was not happy with it.
I wanted a Fletcher but couldn't afford it.
Four years ago I took the advice of a professional framer who recommended the
 Logan Model 650/The Framers Edge.
I ordered it from ASW(Jerry's Artarama also has them).
Most catalogues offer it for considerably higher than the $350 I paid.
I am still very pleased with it.
