Looked it up - that's not the case, according to my books.
The critical difference is this: sugar.
There are antique recipes for "beaten biscuits" that do
not call for any chemical leavening at all. Most recipes
that I see, use either in both.
The other difference, is that scones are served cool,
while biscuits are served hot. That's not so much a
difference in ingredients, of course.
