Well, a King and Queen can change Kingdom Law to say "A
Crown should always permit it".
Now, we all know that it's not all that binding, and any
Crown can obey or disobey or change the law back. But
it involves "Making Statements", and such a Kingdom
Law has a rather powerful effect. Albeit not absolute.
'Cause who wants to stand up and say "I'm rolling back
The social cost to do so is fairly high. And the solution
is to say not one darned thing, and tell individual pairs
that they were not acceptable: if not tell them why.
