Not sure but I believe part of this is driven by the email applications in our "smart" phones.
By default they top post. On the Blackberry I carried for 5 years any message you replied to or forwarded was simply not editable. It was carried, in its entirety, into your message. The iPhone top posts by default but allows editing. Haven't played with the Galaxy enough to comment on the Android.
In the most recent digest there were two replies of one or two lines in length which included the _entire_contents_ of a previous digest. I was about to rant a folks about truncating their messages but while thinking about the phone thing realized they might not have been able to edit. If that is the case you can still copy stuff out of the respective email and start a new one. Takes more effort on your part but is also more considerate. Or, wait until you are at a terminal (PC, Laptop, Tablet) with an email engine that permits editing to truncate the stuff not directly applicable to the comment. YMMV.
