I have held permits in two states (state and federal) for birds under a
education special permit. This is a bit harder to get and it doesn't
allow salvaging right. Under this permit the birds have to be in active
use (12 hours per year) and the activities have to be documented quite well.
As far as salvaging (different permit; varies per state) if you are
taking specimens for a museum, make sure you are listed on their permit.
And while all of us have little goodies in our studios, I think we all
understand why these laws came into effect and respect the protection of
fellow travelers on this troubled earth. They deserve any help they can get!
