Calontir must and should do what works for Calontir.
In this particular case, the East Kingdom Gazette is not an
SCA activity. It's written and managed by SCA people, and
they write about the SCA. But it's no different than if it
was written by Contract Bridge people about Contract
Bridge.
It's not unusual for people to think "it has something to do
with the SCA, the SCA
must run it and make rules about it".
That's so common, friends of mine have been making silly
references to it for nigh onto 20 years. [1]
But it's not necessary. Sometimes, the best thing to do (like
the original Kingdom web pages and Kingdom mailing lists,
or current Kingdom Facebook pages) is to just do things, and
see if the Corporation ever catches up. :-)

In my opinion if we are allocating space for meeting at an event it is an
official endeavor. It seems that we have a problem with fragmentation
ofinformation already. I would rather see us strive to improve
existing areas
of communication. How many groups have Calendars and websites that are not
up-to-date. Why Is it necessary to
sign up for a Facebook page and a yahoo
group to get a full picture of what is going on in most groups? I am sure
the others that disagree with me but I would like to see the energy that
would be put into this project put into consolidating and improving our
existing communication. Please forgive me if this seems like a rant. I
usually like most folks lurk on this list because I wish to know what is
going on in the kingdom and for a change I thought I would add my thoughts
to the discussion

I believe the gazette-thing is for stuff that's non-official, and
therefore not quite appropriate for official news channels - a couple
inviting people over for a post-revel after an event, wedding
announcements, highly unofficial (or, heck, even slightly unofficial)
meetings of a sewing circle and terrorist society, "we're planning
on going to [period museum exhibit] if anyone else wants to join in"
announcement.
Sort of what the Calontir List used to do, way back when in the
distant past that the memory of man runneth not to the contrary
(aka, four months ago or so). Water cooler talk combined with a
departmental bulletin board, perhaps?

beverages were made unemployed, forced to volunteer their services.
With the
heralds, I have merely forced technology upon them, making many
go through remedial and adult education courses, or be out on the
streets, looking for Peers (preferably of stature but really any) to
attach themselves to.

I was
privately asked if a group of individuals who started an online news site about Calontir would have to report to the Kingdom Social Media officer or perhaps one of the other publications officers. I responded by saying "No."
Think of it this way. A group of table top gamers from all over the world want to start a website devoted to sharing news about various games, cons, and gaming tournaments. Wizards of the Coast doesn't care as long as the group refrains from claiming official status as the voice of WoC, or says anything that could be considered libelous.
As for the question of whether having a meeting at an event constitutes official is answered by current Calontir custom, which is NOT to make it an official activity. One example is the group of people who participate in the enchanted ground activities. At one time they had a small area of the Lilies site set aside for their very period camp and activities.
Calontir did not require them to create any bureaucracy. I do not see the need to break that tradition.
In short, (too late) the official word of the Calontir Kingdom Seneschal is...Have fun making an online newspaper or whatever. Make sure you clearly state that it is not an official publication of the SCA. Don't print anything that would be considered libel. Don't make me make a rule. Calontir doesn't need more officers.
