They are basically acrylic paints, but they work a bit nicer on the acetates, and the colors are very flat and brush strokes are not noticable. I don't have a supplier... but a good art supply store should be able to guide you. Other than that, you could contact Rochester Institute of Technology, School of Printing and Photography. They teach animation, and I think the univ. bookstore carries the cel vinyl paints. Or at least they used to. Oh - it's in Rochester, NY. Hope that helps.
