No, unfortunately it does not.  The only offer from the sweethearts at Adobe that I'm aware of is the "buy the cloud version of Photoshop and LR for $10 a month" deal.  Which is promised to stay the same price.  Until they change it.  I'm not sure this offer is still available -- if interested check NOW.  Many photographers have gone elsewhere to get raw converters/processing software/DAM packages from other companies.
