If I recall correctly they are only required at the Crown events (Coronation, Crown Tournament, Queens Prize, Kingdom A&S and Lilies)
Which is why it was put on the Kingdom A&S Minister to ensure they occur.
 
They are however strongly encouraged at every event.

No, it is not required at every event, though I thought at the time it should be. And, have you not noticed all the kids around at events? We should do everything we can to make children feel welcome in the SCA, IMO. One need only look at our Good King to see why.
