I believe it has been changed, probably based on behind-the-scenes conversations over this issue (you weren't the only one to raise it).  The charge letter originally said "federally-funded" entomological collections, but I'm not sure that's actually what they meant.  The scope has been broadened and the page now simply reads "entomological collections" to reflect the importance (to me and many others) that this not just be about federal collections, but all collections.

All,

I have been asked to chair a 4-person writing team selected by the Science Policy Capability Committee of the Entomological Society of America to develop a 1-2 page position statement on the importance of federally-funded entomology collections. We are soliciting suggestions, ideas, and perspectives until July 17 so please submit your comments as soon as possible (see link below). We are of course interested in comments from Section SysEB and ECN members, but we are also interested in capturing the perspectives of how non-collections people are impacted by entomological collections and their staff. This will be a statement on behalf of all ESA members so your opinions matter!!!  Depending on how well-received the statement is that we develop by ECN members, ECN may have the opportunity to endorse it in a more formal way.  Please help us spread the word!  I’d appreciate it if this could be forwarded to the Section SysEB distribution list as well.
