Thanks for your help Karen.  Turns out that you can reorder them in Brushes panel (simple dragging), and the order is then reset in the Brush Settings panel!

Taina,

Please clarify… are you trying to re-arrange the brushes in the Brushes panel or the Brush Settings panel? 

You can re-arrange brushes I described previously… or you can simply drag to re-arrange in the Brushes panel. I do not see a way to re-arrange items in the Brushes Settings panel. If you need to quickly locate the settings for a given brush, select that brush in the Brushes panel, then switch to the Brush Settings panel, and it will be selected there.

Go to the Photoshop apps folder… you should see a Presets folder with lots of folders, including Brushes. It sounds like you may be missing some items. The best I can suggest is to un-install and then re-install Photoshop.

I don’t know if this is what you are looking for.

FYI I’m running Photoshop 2019 (I run the version I teach) and I’m running Mojave. If you are more up to date than I am, someone else will need to chime in. I apologize if I’ve added to the confusion.
